BEMODELLIN.Gr THE CONSTITUTION. ■Paris, April 7. An interesting feature is the number of Japanese assembled in Paris, It includes 35 journalists, besides representatives of commercial and financial interests, wI:o are all actively studying the European conditions resulting from the war, with the view of educating Japanese opinion on the political, social, and economic problems. An informal meeting of Japanese outside the peace delegation passed a resolution advocating radical changes in the Japanese constitution, together with complete reconstruction of the economic and social systems, so that as a great Power she wofuld be able to stand in line with the western nations. The Japanese political system is regarded fts archaic and too conservative compared with that of the western democrats. A general view is expressed favoring the remodelling of the constitution on the British lines with a limitation of the monarchial powers and the effacement of the bureaucratic influence now controlling the Government institutions,— Aus.
