ROUMANIA.
ARMS AND MATERIAL FURNISHED. TO REORGANISE FORCES. Received April 1, 1.35 a.m. Paris, March 30. Le Matin declares that the "council of four" has decided to send arms and material to Roumania to enable the latter to rapidly reorganise her forces; also that General Mangin, who has been recalled from the occupied area in Germany, has been appointed commander-in-chief in Roumania, with full power over the Polish army in creating a cordon from the Baltic to the Black Sea.— Aus.
