BLOCKADE OF GERMANY. TO BE PARTIALLY REMOVED. New York, March 20. A Paris cablegram states that arrangemerits have been made for the partial removal of the blockade against Germany. Exports from Germany will be divided into two groups, consisting of products the export of which must be limited, and those which will be free from restrictions. Securities, gold and silver, cannot be exported at present. The exportation of dyes, coal, coke products, timber, potash, drugs and other raw materials will be permitted in limited quantities, on which priority of rights regarding price and delivery will be accorded to the Allies.Aus. SPARTACIST SCHEMK TO ASSIST BOLSHEVIKS. London, March 27. The Spartacists are successfully spreading the movement among German sailors against manning the food ships, declaring that if no Entente food arrives the Government will be forced to negotiate with the Russian Bolsheviks in order to obtain food from Russia.
