STATEMENT BY HON. G. W RUSSELL. By Telegraph.—Press Association. Christchureh, March 24. A deputation waited on the Hon. G. W. Russell'to urge the speedy completion of the Otira Tunnel, and that a report on the steps necessary for electrification should be secured from Mr Evan Parry before his departure from the Dominion. The Minister said the arguments of the deputation: appealed strongly to him. He,would wire to Sir William Fraser to ascertain what steps had been taken in regard to electrification. He believed in the principle that public expenditure should be concentrated upon the most rapid possible completion of the railway lines in order that they attain the full revenue producing power as early as possible. Where land was largely inoreased in value by the construction of railways it was an equitable proposition that the increased value should become the property of the State. The day when twenty railway lines should be under construction foV political reasons must cease. The policy must be based on business and commercial lines, bearing in mind the just claims of the various portions of the Dominion to equal treatment.
