LABOR UNREST.

.. -THE WORLD CONVULSED. ADDRESS BY LLOYD GEORGE. APPEALS TO BOTH SIDES, (Received March 5, 5.45 p.m.) London, March 4. Mr. Lloyd George, in an address at Mr. Home's industrial conference (cabled February 27), said the world was in a state of convulsion, and only a bold man would predict what was going to .happen. Russia had gone to pieces, and Germany was going to pieces. Nobody knows wha; her end may be. Britain is again summoned to save the world, and must do it, but industrial unity is necessary. The Premier appealed to employers to banish unemployment, and he appealed to the workers to secure increased production. He further appealed to both sides to state their views, objects, and complaints with the utmost frankness.— Aus.-N.Z. Cable Assn. (The cable referred to stated that an industrial conference of 800 delegates, representing ten million employers and workers, had opened, with Mr. Home, Minister of Labor, presiding. He announced that the unemployment donation Itad been extended for another 13 weeks at the reduced rate of 20s for men and los lor women.)

THE LABOR CHARTER. FOR UNIVERSAL ADOPTION. London, March 4. _Mr Barnes states that the International Labor Committee at the Paris conference endorsed the British draft of the international charter of Labor. It includes:— 1. No employment of children under 15. 2. Boys and girls between 35 and IS to be allowed to work only six hours daily. 3. The hours of all workers muet not exceed eight daily or 48 weekly. 4. Workers to Ibe allowed a cotatinuous weekly rest of at least M hours between Saturday and Monday. 5. Women must not be employed at night or given: Bbme work after their regular day's work. fi. Workers shall have a right to free combination and association in all countries. 7. Immigration shall not be prohibited, though the State shall have the right to restrict immigration temporarily in times of economic depression.— Aus.-N.Z. Cable Assn.

STRIKES IN AMERICA. POSITION IN ARGENTINA. New York, March 4. The harbor boat workers have struck. Their action will affect 100,000 men, as a sympathetic strike is likely. The New York Herald's Buenos Ayres correspondent reports that a general strike throughout the Argentine will be called on March 15 unless the port strike is settled. THE 44-HOUR WEEK.
