THE PEACE CONFERENCE.
LAWS OF THE SEA. CHANGES ADVOCATED. Receifed Feb. 26, 8.20 p.m. Paris, Feb. 25. It is understood on the highest authority that the peace delegates favor certain changes in the laws of the sea, making it clear what constitutes contraband, contravention of neutrality, and the rights of neutrals to sell munitions to belligerents. These changes contemplate making war virtually impossible and the freedom of the seas real.—Aus. N.Z. Cable Assoc.
THE CHIEF PROVISIONS. NATIONS RESPONSIBLE FOR CITIZENS' ACTS. Received Feb. 28, 8.10 p.m. Paris, Feb. 24. Revolutionary changes in the international naval laws are being discussed. The chief provisions are that each nation is to be responsible for the unneutral acts of all its citizens. The practice of buying munitions from a nonvarring power is eliminated. If a ship carries contraband the owning nation will be disciplined by the League of Nations.—Reuter.
TEE LABOR PROBLEM. QUESTION OF ECONOMIC PENALTIES. Received Feb. 26, 9.35 p.m. London, Feb. 25. A communique from Paris statea that the commission on international labor legislation considered the articles of the British draft concerning economic penalties in the event of a State failing to carry out the obligations under an international labor convention.—Aus.
