NEW RULES IN COMMONS. CONDEMNED BY PRESS, London, Feb. 20. Several newspapers deprecate the proposal, which the Government accepted with alacrity, that the new rules of procedure should permit the House to rise after questions in order that members might uttend standing sommittees. Newspapers de>scribe the proposal as suicidal and say that it would be iin|)t"i;ible to find a more certain way of depreciating the parliamentary currency.
