NEW RULES OF PROCEDURE. TO wOPJS WITH HEAVY BUSIMESa London, Feb. 19. In the House of Commons Sir G. Howart moved, the consideration of the Government's new rules of procedure/ bv which all Billa are referable to standing committees except four, namely: Finance, consolidated Bills, appropriations and small non-eontentious Billa. The estimates would be referred to standing commit teen, but votes determining the number of men in the navy, army, and air force would be dealt with in committee of supply.
Sir D. M'Lean declared that the Government's proposals meant handing over financial matters to standing- committee* at a time when all ideas of values had been lost and the national credit was pledged for a generation ahead.
Mr Bonar Law defended the prono«;ls, which were specialty necessary twing to tho heavy business of this session. The proposals applied only for one year and could be revised if neces-sary.—AujS.-N.Z- Cable Assn.
