DEVELOPMENT OF SERVICE IN ENGLAND. London, Feb. 21. In the discussion on the Air Bill General Seely gave an assurance that it was not intended to interfere with private designs and experiments. There wag no desire to control design in order to make private machines readily convertible into war machines. The types of war and commercial machines were bound to diverge more and more. The Government wished to encourage private enterprise.— Aus.-N.Z. Cable Assn. NEW YORK-WASHINGTON FLIGHT. New York, Feb. 21. Lieut.
