STRIKES AND DISTURBANCES. THE-ASSEMBLYS roexfATms JUST PEACE AND UNION WITH AUSTRIA. Received Feb. 24,10.10 pjo. Copenhagen, Feb. 23. Berlin megaages report a general strike at Boehum. TheSpartacists bombarded the mining egtaaliflhment near Duisburg. Government troops are marching to Muenster and Dortmund. Owing to sanguinary disturbances the Government troops occupied Banan, in Hesse, and Nassau, and disarmed and arrested members of the Soldiers' League. The situation in the Ruhr baein is still unsettled, despite the announcement of the c&Uing-off of the strike. An official Berlin telegram, while announcing that the Ruhr Soviets have accepted the Govertuntnt'a armistice terms, including the cessation of the strike and the surrender of arms, states that it is doubtful whether the Spartacists, especially at Dusßeldorf, can carry out the arrangement till March, with a view to establishing order. At Weimar the National Assembly passed resolutions demanding a just peace and the Onion of Germany and Austria. ~Bentcr. POSITION AT MUNICH. DENIAL AS TO CIVIL WAR. Received Feb. 24, 10.30 p.m. Berlin, Feb. 22. Reports from Munich deny that there is civil war there. The workers proclaimed a general strike for three days, but there were no disturbances.—Reuter. MARTIAL LAW AT MUNICH. I .BAVARIA A REPUBLIC. Copenhagen, Feb. 22. Martial law has been proclaimed at Munich, and a Committee of Action formed, including representatives of Soviets. Serious disturbances occurred at Augsburg on Friday. Cavalry and sailors repeatedly cleared the streets, pouring volleys into the crowd. The Vossische Zeitung says that Bavaria last night was proclaimed a Soviet Republic by the revolutionary Munich Soviet, which is all powerful.—Reuter. A SPARTACIST RAID. BELGIANS INTERVENE. Received Feb. 24, 8.35 p.m. Amsterdam, Feb. 20. dpartaeists raided the Duisburg town hall and attempted to arrest the burgomaster. They threw grenades at the Belgian soldiers who intervened. A Berlin message states that, the reified draft of the Constitution of the Empire, which comes before the National assembly on February 24, aims at unigrmity with regard to military matters, Nnmunications, customs and taxes. It rovides for the States to renounce their %ht to conclude international treaties, federal interests will he represented by , «i Imperial Council, with a right of veto, ntead of a Federal House. If the Imprial Cotmcil and the Assembly disifree, the president can order a refer•dum or promulgate a law, provided he 0U a two-thirds majority in the Aspmbly.
