THE SOVIETS AT VARIANCE. UKRAINIANS DEFEAT BOLSHEVIKS, Received Feb. 20, 8 p.m. Stockholm, Feb. 19. Differences have arisen between the Soviet Government at Moscow, headed by Lenin, which is willing to come to terms with the Allies, owing to the hopeless economic situation; and the Soviet at Petrograd, headed by Trotsky and Zinonieft, which energetically protests, stating that the Bolshevist occupation of Ukraine oilers a possibility of procuring grain and fuel. However, reports from Kicff state that the Ukrainians severely defeated the Bolshevists twenty kilometres from Kieff and elsewhere in the Ukraine. Odessa, Feb. 18. A message from Kieff, dated February 13, states that the Bolsheviks have ordered a general mobilisation with the formation of shock battalions for the Odessa front. The council of Bolshevik commissioners formed at Kicff has drawn up black lists, apparently in preparation for a regular blood bath. Many of the Bourgeoise and ex-officers have already been shot, and the first levy of fifty million roubles has been imposed upon the Kieff bourgeoise. The women in Crimea have signed a monster petition to President Wilson invoking his aid. AGAINST THE MARMORA CONFERENCE. Received Feb. 20, 8 p.m. London, Feb. 19. The Siberian, Archangel and South Russian Governments have formally declined to meet the Bolshevists at Marmora.
