THE JAPANESE SUFFRAGE.
FIGHT FOR POLITICAL LIBERTY. Tokio, Feb. 10. There is great agitation to compel tlie Japanese Uovernmenl tu liberalise tlie narrow suffrage. Tl,e proposals are reaching significant and undreamed oi strength, partly as tlie result of the volcanic elicits of 'Bolshevik ideas and partly owing to the spectacle of the marvellous achievements of enfranchisement in the \\ est. present votin" power, being in the hands of the commercial class and landowners, has led' to extensive corruption. The majority of the people make a claim for teii million votes, but the intellectuals are forming influential societies to organise a huge petition asking for universal suffrage. Ihe Japanese have every encouragement to persist in fighting' for political liberty and cleaner administration notably in connection witlr the relations to China—Times. :—
