THE ISSUE NO LONGER EXISTS. Received Feb. 18, 7.50 p.m. Paris, Feb. 10. President Wilson told the American correspondents that the freedom of the seas issue was dead. He said: "It is a jjood joke against myself. The freedom of the seas question concerns the rights of neutrals, but under the League ol Nations there will be no neutrals. The league will fix the naval codes and regulations, but it may be said that the freedom of the seas issue no longer exists." —United Service.
