WAR DEPARTMENT STATEMENTS. Washington, Feb. 17. The United States has agreed to pay Britain for transporting troop? on the basin of the actual cost without profit. Mr Baker, Secretary of War. say:. that American troops will be withdrawn from northern Russia in the Spring. At present tho force is not endangered. but reinforcements will be dispatched in order to facilitate the withdrawal. The Staie Department has received advice that the Serbs, Croats, and Siov< us have offered, thvoush M.
