*&. THE BOHOUGH LOANS. To the Editor. Sir,—l sou by this morning's paper that the Borough Councillors arc again putting before tiie latepayers the proposal lo raise the loan of £10,1)01) tor street improvements which was rejected previously. Some time after it was rejected the Uorough Councillors and members 01 tlie liniploycrs' Association met and discussed the reason why the loan was rejected, and between them came to the conclusion that the necessity tor the loan hud not been put suilleiently clearly before the public. As one of the many who voted against the loan, may 1 say that the conclusion our City fathers cunie to at that meeting was entirely wrong. Tiie reason wiiy the loan was rejected was that the last loan, part of which was to be expended in improving several of the back streets, was diverted to other channels, and the public feel that the loan was raised by false representation, and they have no guarantee that they will have their renuiremenls met out of this .nan Another reason was that the small landholder!). felt thai with rates at about Os in the £ annual value they were already bearing more than their fair share of the taxation of this town. If the Borough Council would out tiie proposal for rating on the unimproved value belore tho public at the same time as the proposal to raise tills loan, I feel sure Unit both proposals would be carried without any effort. Until they do so, I for one shall vote against any loan which means an increase in the taxation.—l am, etc., SMALL HOLDER.
