Members bind themselves to submit disputes to arbitration or the recommendations of the Executive Council. If a nation disregards the league's ruling the Executive Council Bhall decide what action is to be taken. The covenant" provides for the reduction o'f armaments and declares against the private ownership of munitions. The cdvenant also establishes a General Council of Nations with an executive council meeting at frequent intervals, also a permanent International Secretariat. Cable Assn. THE MANDATORY SYSTEM. REAL GAUGE OF OPINION. Paris, Feb. 13. Interviewed regarding the report that the Berlin Bourse revived on the acceptance of the mnadatory system, Mr. VV. M. Hughes said that no condemnation of the system could affect the Bourses, which had no sentiment. The Berlin Bourse view reflected Germany's real opinion.—Aus.-N.Z. Cable Assn.
