CONTROL OF SAMOA.
AN OFFICIAL STATEMENT.
By Telegraph.—Press Association. Wellington, Fob. 12. Official—The mandate lor New ilea-' land control of Samoa on behalf of the League of Nations is almost completed. Mr Massey was frequently consulted by high authorities regarding the conditions, which practically eliminate international control. The historic document which has yet to go before the Council of the Powers and the plenary conference for approval, is appreciably different from the original proposal. It is impossible to publish details, but it is permissible to say that the principle means Nfew Zealand shall control Samoa as though the island was an integral part of New Zealand, the administration and legislation of which will be exactly applicable to Samoa- New Zealand will undertake to prevent abuses such as trallic in arms, in slaves, or liquor. It is also provided that, it Samoa at any time desires nbsorption its union with New Zealand will bo agreed to by the League, winch must receive an annual report of New Zealand's administration of Samoa on behalf of the League. There is absolutely no open door as regards trade or immigration, so enemy influence will be entirely removed. The mandate has not yet been accepted, but is deemed acceptable m its present form, and a satisfactory settlement is now in sight. CONTROL OF GALLIPOLI. Mr Massey is taking steps towards securing the approval of the Peace Conference to a proposal that Gallipoli be placed under direct British control, so that the hallowed ground be set apart as a commemorative reserve in tribute to the memory of the gallant Anzacs and their British comrades >vho made Gallipoli a syno'nym for heroic endurance and noble sacrifice. The aim is to have the reserve planted with Anzac trees and evergreens, and have the graves adequately marked and preserved. ARMISTICE TERMS. There is a strong impression that the armistice terms have been hardened to curb the growing insolence of Germany, whose military strength is still possibly dangerous, and is now the subject of special consideration. Meantime the Allied commanders are taking prudent precautions along the Rhine. Many authorities believe that the armistice was signed a month too Sdoii. Good progress is being made with re?ppct to the League of Nations constitution.
