HUGHES OPPOSES MANDATE. New York, Feb. 10. Mr. Hughes urges that the proximity of New Guinea and the Biamarck Archipelago makes the complete control of immigration and trade by Australia essential. Australia is prepared to give all guarantees as to the proper protection of the natives. There is nothing in President Wilson's fourteen points to prevent a single Government owning the islands. The mandatory system is merely an expedient to be applied only where direct control menaces the interests of the inhabitants. Australia's administration of New Guinea has been bencficient and mild. The mandatory system is unsatisfactory, because it will not protect Australian" interests, which must be considered as well as thr interests of the natives in the islands.— Aus.-N.Z. Cable Assn.
