Mr. Brnddon, addressing a meeting of tho league of free peoples, read a cable from Mr. Hughes, stating that international control of the Pacific islands has all the defects of indirect control. A government is like a business. It is best managed by the man on the spot. None will spend money where the tenure of possession is uncertain or where control is subject to interference by. a man ignorant of local conditions.
