STATEMENT BY BAKINO. JAPANESE POLICY OUTLINED. Received Feb. 9, 5.10 p.m. Paris, Feb. 0. Baron Bakino states that Japan is willing to return Tsing Tao to Germany. There arp no secret stipulations in the treaty of 1915, and the treaty with China in 1918, regarding the Shantung occupation, does not contain anything not known to the United States and the Allies. Japan did not seek territory in China, only co-operation and peaceful relations,-—Aus. N.Z. Cable Assoc.
