THE GIS-BCBNE HAUBOR PROBLEM. By Telegraph.—Presa AsaocMtioft. Gisborne, Feb. 3. A conference convened by the Harbor Board, at the instigation of the Chamber of Commerce, was held to-day to consider the harbor problem. Fifty dele'.ratos, representing the whole of Poverty Bay, unanimously decided that an outer harbor was the only solution. This is estimated to cost over one million. Two committees were appointed, the first to report to the conference on a comprchot'sive scheme to provide a harbor such as warrants, and to Investigate the cost of such a harbor; the second committeo to report as to the future requirements of the district warranting such construction, the estimated revenue derivable from the facilities that the harbor would give, together with the estimated future rating, the necessary construction and the annual maintenance. Later, the first decided that firrther permanent work on the river with a view to compromising harbor construction should be abandoned, and that the future poKey of the Board should be on the lines of outer harbor construction capable of the accommodation of ocean vessels.
