Although treated in a sensational manner the background of history makes it a great and instructive film, especially in those scenes where it depicts the horrors of Belgium into one of the most unhappy of lands. The picture shows intimate details of We Kaiser's .private and public life, and lunches wi audi happenings aa the sinking of the Lusitania, the declaration of war, the invasion of Belgium and Trance, the treatment meted out to the unfortunate inhabitants, and many similar incidents. The central figure, of course, is the Kaiser, who is depicted by Runert Julian with convincing reality and with those touches of theatriealism for which the monarch of Europe is famous. A secondary figure and onu ■which 111 the end lowers over that of the Kaiser like an allegorical figure of Justice of Evil, is the Blacksmith of T.ouvain, who wreaks a terrific revenge for the maltreatment of his little son and for the terrible fate which th« German? had devised for his daughter, who is a most lovable specimont of budding womanhood.
