Whether the delegates gave in to President "Wilson because he seemed to make the non-acceptance of the manda tory system a crisis does not matter at this juncture. He has been made to understand that the league is not to have power to mischievously interfere with the territories administered , by the Dominions. "What is really important is that the German colonies are not to be given back, and even if Germany is admitted to the league in the future she will not be able to alter this decision. There will be no condominium: only one Power will administer the trusteeship, and that without interference. Short of annexation the Dominions have their desire, and they will have the opportunity to prove to the world the beneficial effects of their developing powers and humane administration.
