NO TERRITORIAL AGGRESSION. New York, Jan. 22. The New York Times' Washington correspondent says that the Japanese Embassy has published M. Baßron Uehida's speech at Tokio. Baron Uehida said that Japan would co-operate with the Allies to ensure a lasting peace only if her national aspiration is unfettered and her development placed on the-highway of justice. Japan wants the rehabitulation of Russia as a Great Power, and will withdraw troops fast, as is deemed wise. Japan has decided not to aid China financially. Japan has no aims in the direction of territorial aggression in China, while Kiauchau will be returned to China in accordance with the terms of the treaty of 1915.
