NEW SCHEME OF PAY, ETC. London, Jan. C.3. The Daily Chronicle announces that the War Office is preparing a scheme for the improvement of pay, food, upkeep, and clothing in the regular army. A War Office communique points out that although a prompT settlement of these matters is possible, newspaper statements only foster extravagant expectations among troops.
