Berne, Jan. 15. The Bavarian Government, imderTTerr Eisner, has drafted the following constitution:—Bavaria to be a member of the United States of Ormany. The supreme power in the Republic ori*avaria is the people, who will express their will through selected deputies and referendum thereby- A single Chamber to be elected by universal suffrage, with proportional vote. The Cabinet can submit the decisions of the Chamber to ft referendum of the whole nation, and, !f the popular vote is against the Chamber, the latter must 'be dissolved, but if the vote is against Cabinet, the latter must resign.
