Public opinion of the Chinese and foreign element is Btrongly in favor of internationalising the railways and settlement of China as the only means of securing equal opportunity for all. The Japanese have secured the paramount position in commerce with China and are saving the Chinese inhabitants of Manchuria and Shantung from foreign rule under which thiey were likely to fall.
