PROPOSED FEDERAL SYSTEM. TO AVOID PARTITIONING COUNTRY. London, Jan. 7. The Daily News Dublin correspondent says Mr Stephen GVynne, an ex-member of the House of Commons, is heading a W* campaign with the object of introducing the federal system into Ireland. The main idea is to overcome Ulster's objection to Home Rule, and simultaneously avoiding the partition of Ireland by ereatiag two, and probably three, State Governments federated under a, central Irjsh Government,—Renter.
