SAILOR'S RAPID RISE.
A. LEADER IN A DAY. London, Dec 4A message from The Hague says that a remarkable personality who has been brought into prominence by the German revolution is a sailor called Heise, formerly bosun's-mate 011 a U-boat, and now dictator of Hamburg and the vicinity, and the soul of the movement for the establishment of an independent republic of tho Lower Elbe. Heise sprang into fame ac a mass meeting of Hamburg marines on November 8. After listening contemptuously to tho oratory of professional demagogues, Heise sprang on the rickety platform and roared out, "You are listening to a useless pack of demagogues and tubthumpers You should elect one of yourselves to lead you. Now go and choose." When he later asked the crowd if. they had chosen, there was a roar of assent, "You've elected yourself'' Heise established himself at the Senate's office, where, with the aid of a fleet of armored cars, he keeps exemplary order by sharp methods, meeting out summary punishment to -wrongdoers, thieves, and looters.
Heise now considers the time has come to seek outside recognition; and recently sent a delegation to Holland to ask for the support and recognition of the Allies in establishing a Hanna republic entirely independent, of Berlin.
