FRIENDLY OFFER ACCEPTED. Received Dec 16, 5.5 pm. Washington, Dm. 13. Chili and Peru have replied to the American note offering mediation, in friendly terms. Chili' was non-commit-tal, but Peru indicated a wish that the United States might render some assistance.—Aus. N.Z. Cable Assoc.
