Probably what was in President Wilson's MrfM wai that the freedom of the seas should be secured to any nation observitg the covenants of the Leagu of Nations and denied to any nation breaking them. If that be so, then the League •f Nations would provide a eolation of lie whole question. He could not see why Britain should not accept the formula that if a League of Nations were formed there should be complete fneedee of the sets so kmg as the league • covmitta were observed, but if they were broken then there would be no freedom of tiw seas, and every means would be Wtf agabrt the Power breaking the «neaui*—Beater, via America.
