They had now to bttild up together a peace preventing the reconstitution of organisations for conquest and oppression, a peace which would make amends for the miseries and sorrows of yesterday and be a guarantee against the dangers of to-morrow. While, whatever safeguards were established, it was impossible, alas, to assert that mankind would for ever be spared tile horrors of war, the peace must inerode all conditions of justice and possi- , bilKies el seeming a durable peace which it waa possible to incorporate.
