STATEMENT BY PREMIER. QUESTION OF THE KAISER. PIS RIGHT TO SANCTUARY. J '■■'•! Received Dec. 15, 5.5 p.nt; The Hague, Dec. 13. The Second Chamber debated at length the alleged Belgian designs on Dutch Limburg. The Premier said the Government was convinced of the Limburgers' patriotism and the determination of the Dutch to maintain territorial integrity. In.the Lower Chamber, the Premier said the Government would have preferred the Kaiser not to have chosen Holland as a place of refuge, but he came as e private individual after renouncing the throne,. without direct or indirect notification of his intended arrival. There could be no question of his internment. Neither could the Kaiscf 6 return, to Germany be demanded, in View of the immemorial right of sanctuary, the Netherlands Government could adopt no line of conduct except granting the right of sanctuary, and, accepting it as a fact accomplished, the Government must repudiate every effort to Bee in this step an unneutral attitude. Nevertheless, the Emperor's stay in Holland was regarded as only temporary. Up to the present no Power had protested against his visit, but any eventual demand for extradition must pass the test of Jaw. and treaty. The Government would not allow the Kaiser to exercise any influence- in another country.—Times Service.
