Veitch said that one of the troubles in assessing the value of licenses was that they were 'being sold for a mere bagatelle—far less than their real value. 'He would support the Bill, but he realised that there was no justice in the payment of compensation. The value for which money was to be paid was all created by the sale of licenses too cheaply.
