CHANGEiOF CONTROL OF APPOINTMENTS. PROMOTION AND APPEAL BOARDS. By Telegraph.—Special Correspondent. Wellington, Last Night. The Post and Telegraph Department Bill, which is being put tlirough the House to-day, practically removes the jjost and telegraph service from the control of the Public Service Commissioner. iThe department, is to be classified according to regulations to be made under the Act. A promotions board, consisting of four chief officers and one elected officer, is to deal with questions of promotion and seniority, and to make recommendations to the Public Service Commissioner, whose power is confined to referring back the recommendation for reconsideration, or referring it to the .Minister for final decision. A post and telegraph appeal board is also established. k The Bill provides that, without prejudice to the power of dismissal for inefficiency or misconduct, every officer shall be deemed to be a three-monthly servant, and may be removed by a three fnonths' notice.
