The Mayor says that the council's legal adviser states that the existing powers are insufficient to enable the council to control cleanliness. They cannot condemn houses, but can only Teport to the Health Department. The Ministe- took up a different attitude and declared that the council had the power. It was highly necessary to settle the matter and prevent overlapping between the Hospital Board, the City Council, and the Health Department.
