NEED FOR EDUCATIVE CAMPAIGN. TO DISPEL IGNORANCE. LEGISLATION NEEDED AGAINST SLUM CONDITIONS. By Telegraph.—Otto Correspondent, Wellington, Last Night. Mr. Russell stated to-day that one of the lessons of the epidemic was the necessity for disseminating information about the prevention of sickness, nursing invalids, and cookery. An aatonisfiiing amount of popular ignorance, also astonishingly bad conditions, had been revealed. He foreshadowed the creation of a national nursing organisation that would seek to impart to all woman an * elementary knowledge about .the treatment of sickness. Another probable result of the epidemic will be the strengthening of We laws against bad loousing. Experience in various centres during the last fortnight has shown that the existing lfws «ki existing administration h&vt not proved sufficient to prevent the existence of slum conditions. There is the suggestion of failure on the part of tlhe loo&l authorities in some cases.
