t THE EX-KAISER. HAS HE ABDICATED? London, Nov. 20. There is-a growing feeling that the> ex-Kaiser's presence in Holland is a menace to Europe. Some newspapers demand that he slh'ould be extradited and put on trial. Tha Paris correspondent of the Daily Chronicle says that the Allies' inaction regarding the Kaiser has provoked anger and disgust. It is pointed out tlhat his alleged abdication is enveloped in mystery, and it is questionable whether' he really signed away the rights of the«| Crown.
