A wireless German Government message has been received by tiu Allies and America protesting tuat tlie conditions of the armistice seriously menace the economic conditions on the left hank of the Knine and its relations with Herman territory on the right bank, and declaring that if the conditions are not alleviated existence will become impossible, and Bolshevism inevitable.

In order tc obviate this, the message requests the following:— ; Normal intercourse on the left bank «l the Rhine ~

Completely normal ecqpomic communications between the left bank and the remainder of Germany, and with foreign countries, even during military occupation.

Germaa owners to exploit, as heretofore, the coal, potash, ore, and mines on the left bank of the Rhine within the old territory of the empire, with permission of transportation up, down, and across the Rhine to the right bank, and a general free use of the Rhine for transports within the old boundary of the German Empire; also free navigation via Rotterdam and thy coast for provisionir.g Germany via the North Sea and Baltic coasts, with coal, potash, food, and supplies for the continuation of industries on the left bant of the Rhine for the use of the remainder of Germany.

Free railway traffic in the unoccupied territory and the furnishing of electric paver from the left to t'ue right bank of the "Rhine

Discharged men liable for military service or the ieft bank of the Rhine not to be made prisoner* of war, even if uniformed.

All civil and military organisations on the left bank of the Rhine to be allowed to continue work.
