GERMANS SURRENDER. Received Nov. 17, 5.5 pju. Capetown, Nov. 15. Official—General von Lettow, com.inlander of the forces in German East ' Africa, has accepted, and is carrying out, the terms of the armistice. (The TTigh Commissioner reports that the surrender took place at Kaaama> oa November 14^ —Renter.
