ACUTE INTEREST AROUSED. IMPORTANCE OF WELL-DEFINED REGULATIONS.

Received Nov. 9, 12.55 a.m. S> New, York, Nov. 7. The New York Times'* Washington correspondent states that acute interest has been aroused over President Wilson's approval of the freedom of the seas as a peace principle, and the reservations by the Allies for a "freedom" interpretation. It was believed in some quarters that President Wilson's attitude might lead to an agreement between the Powers on the rights and duties of belligerents. It is pointed out that President Wilson was influenced by the traditions of the United States, which have been in favor pi the largest extension of neutral rights, whereas England favors the widest belligerent rights The maritime regulations text is important to England, bocause of her far-flung Empire. In a lesser degree Italy and Franca are in the same position as England. Any change, therefore, made regarding maritime law should be brought about by negotiation, and not be determined.by one nation. Most governments recognise the importance of establishing well-defined maritime regulations, as on the most vital niatters there is a conflict of opinion among the nations.—Aus. and N.Z, Cable I Assoc.
