EXCITEMENT IN VIENNA. SOLDIERS COMMIT EXCESSES. • Tlie Hague, Nov. 4. Vienna is in a state of constant excitement and panicky rumors. The defences were manned' 011 November 3 owing to the belief that escaped prisoners were marching 011 Vienna. Soldiers are streaming homeward in disorder, committing terrible excesses and plundering. Workmen's excesses are reported in a large number of cities. The newspapers plead for the maintenance of order in Austria-Hungary, which is a world problem. Two thousand escaped Russians are marching 011 Budapest. The Archduke Joseph and his son took the oath of loyalty to the Budapest Council.—Times Service. «

KARL'S SCRUPLES OVER ARMISTICE Copenhagen, Nov. 5. Advices from Vienna state that the Emperor Karl refused to sign the armistice, on the ground that the terms were dishonorable. The Chief of Staff, General Arz, signed it. The Emperor has handed over the supreme military command to FieldMarshal Koevess.—lteuter. MILITARISM DEFEATED. Amsterdam, Nov. 4. The interview in the Vossosche Zeitung with the German Chancellor appears to be an authoritative admission that German militarism has been finally defeated. The Chancellor said: "God be praised, "the old regime has gone for good. Owing to the war, and the practical admission of the military and Conservative leaders that their policy has suffered shipwreck, the democratic elements have finally got the upper hand in Germany." The Vorwaorts publishes a proclamation of the Social Democrats emphasising the fact that the old personal regime has been abolished, and the military has been finally subordinated to the civil authorities and militarism deprived of its strongest support.—Reuter.
