TERMS TO GERMANY. '.GREED ON BY ALLIES. GERMANY CONSIDERED READY TO CAPITULATE. QUESTION OF AIR RAIDS. POLISH INDEPENDENCE RECOGNISED. Keceived Nov. 5, 8.5 p.m. Washington, Nov. 4. It is officially announced that the Allies have unanimously agreed to the terms to be offered to Germany. If accepted, they mean Germany's surrender and an immediate end of the war. If Germany accepts the armistice terms. the final peace terms will he left to the dictation of the Allies. Germany has notified the United States that she is not makh.g further air attacks, except against, important military objectives.
