/£NI> OF WAR APPRO ACSING. New York, Nov. 3. The Washington correspondent of the New York Times says: It is believed by the naval authorities that the terms of the armistice adopted by the Versailles Council are substantially the same as those submitted to the Allies by the United States Government. Advices received in Washington indicate that the terms will compel the Germans to withdraw thirty miles beyond the Rhine and leave behind munitions and rolling stoclt in the evacuated territories. It is believed in well-informed quarters that the German people will not tolerate a refusal of the Armistice conditions, however severe. Information received in diplomatic quarters say that there is talk in Germany of punishing tlio-e responsible for t'he failure to hasten peace.
