MURDER AND BRIGANDAGE. OUTRAGES ON BRITONS TO BE AVENGED. Received Nov. 2, 5.5 p.m. London, Nov. 1. Lord Robert Cecil, in the House of Commons, said the bloodshed in Russia had been fax greater than anything under the Imperial regime. Casual murder and brigandage was going on in the whole of European, Russia. Britain meant to execute justice upon those responsible for outrages against Britons directly she got them in her power.
