The deputies to the Austrian Reichstrath who are of German race have proclaimed a new State of German Bohemia, and are negotiating for union with Germany. German newspapers assert that Germany has recognised the new State. A Vienna telegram states that King Boris has abdicated. A peasant named Stambuleneki, with an army of 40,000, is heading a republican movement. Count Andrassy has resigned. RUMORS ABOUT THE KAISER. Received Nov. 3, 5.5 p.m. New York, Nov. 2. The Paris newspaper Le Temps announces the abdication of the Kaiser. Other reports state that the Kaiser is •refusing to abdicate, and has taken refuge at general headquarters.
