President Wilson, replying to Germany's note, demands Germany's surrender and the enforced abdication of the Kaiser. President Wilson states that the nations of the world do not trust those who Have been masters of Geraan policy. President Wilson says he has transmitted to the Allies hie correspondence with Germany, and suggests, if they feel so disposed, they may establish, together with the United States, terms of such an armistice as would fully protect tie Allies' interests.

Be states that the United States cannot deal with anyone but veritable representatives of the German people, who must be assured of genuine constitutional standing as the real rulers of Germany.

Any armistice must make renewal of hostilities by Germany impossible. Following the issuance of the note, the Government announced that shipment* of United States troops to France daring the war exceed two millions, and the Government is prepared, if necessary, to apply toe doctrine of farce without (tint.—Ant.
