WARSHIPS AT CONSTANTINOPLE.

It is reported that twenty Black Sea warships, cotnnmndeered by the German?, have assembled at Constantinople, to protect the Young Turks and prevent the Government surrendering. The excitement in the city is indescribable.— Times Service. | POLITICAL CRISIS. GERMANS STILL DTTBIGUEING. Received Oct. 17, 7.30 p.m. London, Oct. 16. The Dairy News's Zurich correspondent states that owing to the Young Turks' intrigues and the German menaces, Tewfflt Pasha and Isset Pasha have failed to form a Cabinet. The Sultan haa determined not to restore the Young Talks'regime. The latter and the Germans are trying to effect the formation of a coalition Cabinet, r A miniature fleet of old Russian warships, lying outside Constantinople, has semiofficially informed the Sultan that it wSI bombard the capital in the event of a separate peace being attempted.— [Heater Service
