WILSON'S ADROIT REPLY.
GIVES GENERAL SATISFACTION. Washington, Oct. 15. President Wilson's frank and straightforward declaration has been received with the greatest demonstrations of satisfaction and relief in Congress and diplomatic circles and throughout the country.
It is significant that Mr. Lansing made clear till at President Wilson's note is a decision, not merely a reply, asd does not permit of further discussion. Therefore the war will be pressed with the greatest vigor until the enemy surrenders unconditionally. There is much comment on President Wilson's adroitness in countering the German move by pointing ont that by accepting all the points and principles in his speeches since January Germany has practically agreed to "t'he destruction of every arbitrary power."
