FRENCH OPINION.
GERMAN* REPLY MEANS CAPITULATION. TERMS SHOULD BE DICTATED. Received Oct. 14, 7.30 p.m. Paris, Oct. 13. Comment on the German reply is to the effect that it constitutes capitulation. President Wilson wilL be tihe first to recognise Marshal Foch as the sole judge of the desirability of granting an armistice. The suggestion of a mixed commission denotes Germany's desire to be treated on a footing of equality, but the only two parties requisite for the armistice which Germany wants are the leader of the victorious side, who dictates terms, and the leader of the beaten side, wio obeys. Dr. Solf's assurance of government on parliamentary basis is all deception. Not a line of the Imperial constitution has been altered.
